Art. 11. Al hacerse el contrato para la construccion del ferrocarril del Norte, por cualquiera de los medios de que trata el artículo 2.° de esta lei, entrarán en la negociacion, como parte integrante de ella, los ramales que el parágrafo único, artículo 2.° de la lei de 5 de junio de 1871, manda construir hacia el interior de los Estados de Boyacá i Santander, de modo que dichos ramales sean de ferrocarril de vapor.
