A partir del 1° de febrero de 1935, será obligatoria la presentación de la cedula de ciudadanía que para efectos electorales exige la Ley 31 de 1929 , en todos aquellos actos civiles y políticos en que la identificación personal se necesaria cuandoquiera que se trate de personas que deben estar provistas de tal instrumento. El Gobierno reglamentara esta disposición.
