El Gobierno procederá a la mayor brevedad posible a la construcción de un Sanatorio para enfermos mentales por el Sistema de Colonia Agrícola en la Sierra Nevada de Santa Marta, en el sitio que indiquen las autoridades sanitarias nacionales y con capacidad suficiente para atender a las necesidades de los departamentos de la Costa Atlántica.
