Art. 27. Se abrirán en el Ministerio de Instrucción pública, un registro general de la propiedad literaria, y registros particulares en las Secretarias de los Gobiernos departamentales. El registro general se formara de las inscripciones que se hagan en el por los autores o sus apoderados, y de las que deberán trasmitir semestralmente los Gobernadores de Departamento, hechas en el respectivo registro departamental.
