º Los comerciantes al por menor que vayan a iniciar una explotación mercantil o industrial con un activo bruto inferior a $3.000, para su primera inscripción el en registro sin gravamen, alguno, deberán hacer ante la Cámara una relación de los bienes con que iniciarán operaciones, pero, al hacer la inscripción que ordena el artículo 1º de la Ley 28 de 1932, una vez que haya pasado el primer año de operaciones, deberán llenarse todos los requisitos de que trata el artículo anterior.
