Para la adopción de los programas de desarrollo económico y de mejoramiento social, así como para el otorgamiento de las garantías de que trata esta Ley, se requiere el concepto del Consejo de Política Económica y Planeación, el cual deberá también emitir su concepto sobre los prospectos individuales de inversión.
