Art. 42. La discusión en segundo de bate de los proyectos a que se refiere el artículo anterior, se limitará a las disposiciones adicionales y reformatorias propuestas por el Consejo, y a las que cualquier miembro del Congreso pida que se discutan especialmente.

En el primero y tercer debates puede prescindirse de la lectura del proyecto, si la Cámara lo cree conveniente.
