Art. 23. No se computarán en el escrutinio los votos que deben reputarse en blanco o votos nulos conforme a los artículos 140 i 141 del Código de elecciones ; pero las boletas en que haya tales votos se remitirán con las otras a las Corporacion que debe hacer el escrutinio jeneral de la votacion del Estado, espresándose en los Rejistros, cuáles i cuántos son los votos que se han reputado en blanco o nulos para que dicha Corporacion resuelva definitivamente si deben o no ser computados.
