Es entendido que el ferrocarril se construirá sobre el trazado que se perfeccione y concluya conforme a la Leyes 60 de 1919, 46 de 1920 y 27 de 1922, y que en cuanto a las condiciones técnicas y el ancho entre rieles se ajustará a lo dispuesto para el ferrocarril del Norte.
