El presente decreto reglamenta la contratación del servicio público educativo por parte de las entidades territoriales certificadas Los departamentos, distritos y municipios certificados podrán celebrar los contratos a que se refiere el presente decreto, cuando se demuestre la insuficiencia para prestar el servicio educativo en los establecimientos educativos estatales de su jurisdicción.
