los telegramas que dirijan los notarios para solicitar certificados respecto de la situación en que se encuentren con el tesoro público quienes van a otorgar instrumentos públicos, serán porteados por el respectivo interesado y no se admitirán sino con respuesta pagada de 20 palabras, a menos que en el texto del telegrama se pida respuesta por correo. A la respuesta por telégrafo se le dará curso aun cuando exceda del número de palabras pagadas.
