El Gobierno podrá celebrar contratos para el descuento de los documentos de Deuda Pública de que trata esta Ley, estipulando en ellos que tales documentos serán cancelados con los dineros provenientes del citado emprésito, y que si tal operación no llegare a formalizarse dentro del plazo que se señala en los pagarés o libranzas descontados, el pago se hará con partidas incluidas en el Presupuesto Nacional.
