Los Departamentos y Los Municipios en que se divide la Nación tienen sus respectivas Haciendas que se rigen en cuanto a su organización, administración y disposición, por las ordenanzas o acuerdos respectivos, dentro de los límites prescritos por la Constitución o la Ley.
