Art. 5.° Queda igualmente autorizado el Poder Ejecutivo para conceder privilejio exclusivo, hasta por cincuenta años, a los empresarios que construyan un puente sobre el rio Súmapaz, los cuales podrán hacer uso de los estribos que fueron construidos por cuenta del Tesoro nacional.
