ARTICULO 11 . Ninguna autoridad podrá establecer o modificar el régimen salarial o prestacional estatuido por las normas del presente decreto, en concordancia con lo establecido en el artículo 10, de la Ley 4º de 1992, cualquier disposición en contrario carecerá de todo defecto y no creará derechos adquiridos.
