Articulo 1º Para efecto de lo establecido en el artículo 4 º , ordinal 1º de la Ley 2º de 1936 , entiéndese por certificación la actuación escrita del Cónsul mediante la cual en ejercicio de sus funciones da fe de la existencia de hechos o actos que figuren en los libros, registros, archivos del consulado o que le consten de cualquier otro modo.
