La suma a que se refiere esta ley se incluirá en el Presupuesto de la próxima vigencia, y en caso de no hacerse así, el Gobierno queda autorizado para abrir el respectivo crédito adicional o hacer el correspondiente traslado, y el Municipio de Tuluá para contratar un empréstito por la misma suma con la garantía de la Nación.
