Si en los presupuestos nacionales de rentas y gastos que vote el congreso nacional en la legislatura de 1959, no se incluyere la partida contemplada en la presente ley, el gobierno abrirá los créditos o hará las traslaciones que fueren necesarios para cumplir este mandato del congreso.
