º Para la adjudicación definitiva de la Cruz de San Mateo se necesita de la aprobación de las Cámaras, obtenida por resolución, tomada en dos debates. Al efecto, el Gobierno enviará el expediente que deberá levantarse para acreditar el hecho hechos en que se funde la gracia.
