Los vehículos de carga no podrán transportar pasajeros sobre la plataforma, excepto cuando se transporten mercancías u objetos fáciles de sustraer, caso en el cual podrán llevar dos vigilantes sobre la carga con las debidas seguridades. Para transportar ocasionalmente pasajeros en vehículos de carga se requiere permiso especial expedido de autoridad competente.
