La Nación y el Departamento podrán tomar en préstamo las cantidades que fueren necesarias para constituir su aporte a las obras de que se trata, y si para tal fin se les exigieren garantías especificas, podrán constituirlas sobre las mismas empresas sin defecto de cualesquiera otras garantías adicionales que sean necesarias.
