Derogatoria y vigencia. El presente Decreto droga el Decreto extraordinario 128 del 20 de enero de 1977 y demás disposiciones que le sean contrarias y rige a partir de la fecha de su promulgación, salvo en lo dispuesto por el artículo 76 del presente Decreto.
