Cualquiera irregularidad en la expedición de la cédula o la omisión de alguno de los deberes señalados en este Decreto ocasionará al Alcalde y a su Secretario una pena de multa de veinticinco a doscientos pesos, según el artículo 255 de la Ley 85 de 1916. Además, la queja acompaña de los respectivos documentos se elevará al Gobierno del Departamento correspondiente, Intendente o Comisario, y éste la sustanciará y decidirá sobre ella dentro del término improrrogable de cinco días.
