El Gobierno procederá a cobrar el impuesto de valorización tan pronto como se ejecuten las obras y se haga notorio el beneficio y a fijar los plazos en que deba cubrirse el impuesto, pudiendo recibir tierras en pago o haciéndolo efectivo en dinero.
