Autorícese al Gobierno nacional para que en cumplimiento y de conformidad con la Constitución Política y de la legislación vigente, incorpore dentro del Presupuesto General de la Nación las apropiaciones presupuestales necesarias para ejecutar proyectos de carácter social, agroindustrial, cultural, ambiental y de infraestructura en el Distrito Turístico, Cultural e Histórico de Santa Marta; que permitan cumplir con el objetivo de esta ley.
