ARTICULO 4o . El presente decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el Decreto 2281 de 1991, deroga las normas que le sean contrarias, en especial el Decreto 893 de 1992 y surte efectos fiscales a partir del 1o. de enero de 1993.
