Objeto. El presente capítulo establece las reglas y condiciones bajo las cuales se autoriza a la Financiera de Desarrollo Territorial S. A. (Findeter), para crear una línea de crédito de redescuento con tasa compensada destinada a financiar a las entidades territoriales de categoría Especial y categorías 1 a 6 para el fortalecimiento institucional mediante el saneamiento fiscal y financiero y el reperfilamiento de deuda.
