Autorízase al Gobierno Nacional para celebrar operaciones de crédito interno o externo en moneda nacional, hasta por la suma de ciento treinta millones de pesos ($130.000.000) moneda legal colombiana, o para emitir bonos nacionales de Deuda Pública Interna que se llamarán "Bonos de Desarrollo Económico", hasta por la misma suma destinada a la financiación de planes de desarrollo económico y mejoramiento social.
