En las Casas de Menores y Escuelas de Trabajo se dará mucha importancia a la enseñanza práctica de artes y oficios de reconocida utilidad, y en los talleres respectivos se ejecutaran de referencia aquellas obras que necesite cada Departamento para su servicio.
