Transitorio. Si al entrar en vigencia el régimen aquí dispuesto, alguna entidad territorial departamental o distrital ya ha iniciado acciones para la reestructuración de las escuelas normales de su jurisdicción, podrá continuar con el proceso, siempre y cuando las acciones cumplidas anteriormente no contradigan lo ordenado en los artículos 5º y 6º de este Decreto.
