Autorizase al Gobernador del Departamento del Tolima para que expida pagares a favor del Instituto Nacional de Fomento Municipal por valor de $ 492.683.75, y a favor del Instituto de Aprovechamiento de Aguas y Fomento Eléctrico por valor de $ 492.683.75, o sea por un total de $ 985.367.50, en la forma que lo acuerden entre las partes, a fin de arreglar la deuda que el Departamento tiene pendiente con dichos Institutos por concepto de la liquidación del impuesto de destilados hasta el 30 de julio de 1957.
