En desarrollo de lo dispuesto en los artículos 6º, 187, ordinal 7º, 197 y 199 de la Constitución Política, las entidades territoriales de la República deberán seguir, en la preparación, presentación, trámite y manejo de sus presupuestos, normas y principios análogos a los consignados en el Decreto-ley 294 de 1973, conforme a la reglamentación que expida el Gobierno Nacional.
