Control fiscal . La contraloría General de la República ejercerá la vigilancia sobre el manejo de fondos y bienes del Instituto, por medio de auditores, con aplicación de reglamentos especiales acordes con la índole de la entidad y el género de actividades a ella encomendadas, que le permitan operar con autonomía administrativa, ajustándose a las normas dela ley, los decretos reglamentarios y los Estatutos, para hacer ágil y expedito su funcionamiento
