º El artículo 39 de los estatutos de la Empresa Nacional de Telecomunicaciones quedará así: Artículo 39. Las personas que prestan sus servicios a la Empresa Nacional de Telecomunicaciones son empleados públicos. Sin embargo la Empresa podrá vincular-personal mediante contrato de trabajo para desempeñar las siguientes actividades

Labores en las guarderías, colonias vacacionales, cafeterías, centros deportivos y culturales relacionadas con el bienestar social de los empleados y sus familiares;

De aseo y vigilancia; y mensajería para los servicios telegráfico y telefónico.
