Destinase la suma de quinientos mil pesos ($ 500,000) para continuar la construcción del ferrocarril de Cúcuta a Pamplona, de que tratan las Leyes 65 de 1923 y 38 de 1924.

Autorízase ampliamente al Gobierno para adquirir la propiedad de la parte de la línea férrea construída de Cúcuta a La Esmeralda, con material rodante o sin él y en las condiciones que el Gobierno estime convenientes.

El valor de los gastos que ocasione el cumplímiento de esta disposición se tomará de los fondos comunes del Tesoro o de los empréstitos que contrate el Gobierno.
