Los traslados en el Presupuesto autorizados por el ordinal a) del artículo 1° de esta Ley, no afectarán las apropiaciones hechas o que se hagan para cubrir las participaciones que corresponden a los Departamentos y Municipios en las rentas nacionales, por cualquier concepto.
