Con el fin de compensar la disminución de recursos del Fondo de Inversiones Públicas y atender otras necesidades presupuestales, autorizase al Banco de la República para conceder al Gobierno Nacional un "cupo de crédito de sustitución de recursos externos" hasta por cuantía de $ 35.000 millones, destinados a financiar apropiaciones del Presupuesto Nacional para la vigencia fiscal de 1984.
