Art. 8. ° Dentro de los primeros veinte días de las sesiones ordinarias se dará primer debate en la Cámara de Representantes al proyecto de ley de Presupuestos, sin necesidad de ser allí leído; y el segundo debate tendrá lugar sin interrupción alguna en la primera hora diaria de las sesiones sucesivas de dicha Cámara.
