La Nación reconocerá y pagará al Departamento de Bolívar las sumas que éste invirtió por autorización del Gobierno en la construcción de la carretera de Cartagena a Barranquilla. El reconocimiento y pago de tales sumas se hará previa la presentación de las respectivas cuentas y el examen y aprobación de estas por el Auditor Seccional de la Contraloría de Bolívar, y en defecto de éste, por el Auditor Seccional del Atlántico.
