Art 9° Autorízase al Gobierno para hacer transitoriamente el nombramiento de Concejeros municipales.

El Gobierno puede delegar esta facultad a los Gobernadores de los Departamentos; pero en tal caso los nombramientos que estos hagan, estarán sujetos a la aprobación de aquel.
