Art. 4.° Los Inspectores podrán nombrar interinamente los Telegrafistas, Ayudantes y demás empleados de las Oficinas telegráficas, por falta absoluta ó temporal, dando cuenta al Poder Ejecutivo nacional para hacer el nombramiento en propiedad.
