Si el candidato no reúne los requisitos anteriormente establecidos, la vacante se llenará mediante concurso entre los empleados de categorías inferiores y aspirantes a ingresar a las Fuerzas Armadas, conjuntamente. En igualdad de condiciones prevalecerá la antigüedad en el servicio.
