La presente Ley rige a partir de la fecha de su promulgación y deroga las disposiciones que le sean contrarias, en especial, las Leyes 113 de 1928, 109 de 1936,126 de 1938, con exclusión de los artículos 17 y 18 y el artículo 12 de la Ley 19 de 1990.
