Las participaciones otorgadas á los Municipios, conforme á la presente Ley, por leyes y disposiciones vigentes en las Rentas reorganizadas á otras serán pagadas por la Nación; pero queda autorizado el Poder Ejecutivo para convertir esas participaciones en un canon fijo anual, sobre la base de las más severa equidad, y para determinar el destino que debe darse dentro de los Municipios.
