Si el total de las cantidades destinadas por la presente Ley a la construcción del ferrocarril de Puerto Wilches, no fuere suficiente, para prolongarlo hasta la ciudad de Bucaramanga, el Gobierno gestionará la consecución de un empréstito respaldado por el valor de la obra y sus productos, o podrá invertir tales productos en la prolongación de la línea hasta su terminación.
