° Las sumas a que se refieren los artículos anteriores serán necesariamente incluídas en el Presupuesto Nacional para la vigencia de 1961, o en cualquiera de los de las vigencias posteriores, y en caso de no ser incluídas el Gobierno queda ampliamente facultado para abrir los créditos y hacer los traslados necesarios, en cualquiera de las vigencias fiscales, con el fin de dar cumplimiento a la presente Ley.
