Aplicación del concepto de ingresos brutos. La definición de ingresos brutos de que trata el presente Decreto se le aplicará a todos los operadores de servicios básicos que utilicen sistemas de acceso troncalizado o de radiomensajes, servicios portador, monocanales de voz o datos, los demás servicios básicos que se mantengan bajo el régimen contemplado en sus títulos habilitantes, excepto la telefonía pública básica conmutada y la telefonía móvil celular.
