El Presidente de la República podrá delegar, de acuerdo con las características regionales, en los gobernadores y el Alcalde Mayor de Bogotá la dirección y coordinación del servicio educativo que prestan los establecimientos oficiales nacionales de educación técnica profesional, de conformidad con el artículo 181 de la Constitución Política, sin perjuicio de las facultades legales del ICFES y de los rectores de tales establecimientos.
