Para el inmediato cumplimiento de lo dispuesto en el artículo anterior, se incluirá en la Ley de Apropiaciones de la próxima vigencia la partida que sea necesaria, y, si así no ocurriere, queda ampliamente autorizado el Poder Ejecutivo para arbitrar los recursos extraordinarios tendientes a garantizar la efectividad de esta obra.
