Art. 11. Facultase al Poder Ejecutivo para reglamentar todo lo concerniente al servicio consular, fijar los sueldos y viáticos de cada Cónsul, las funciones, deberes y derechos de estos, la tarifa consular y demás asuntos relativos a este Ramo.

Los sueldos y viáticos no excederán de los señalados por la Ley 27 de 1896 .
